"Privacy? If they did nothing wrong in the first place, then they wouldn\'t need to have their mystic realm searched. It\'s not like we are going through their underwear cabinets. How many laws can they break? If they murder someone and we have sufficient evidence that they did such a thing, we go in and arrest them. If they robbed someone, we would go in for an arrest. If people refuse to let the new police force in to do their job, it will only prove their guilt more. So if you are not guilty, let the police do their jobs.
"But I will say this now. If any unjust behavior is found to be being done by our own police members, the penalty will be ten times greater than what you would receive otherwise. Not like they will be able to do it since they are all under a death contract when they joined the police force." Kana had made sure that there was no path to corruption in the police force she created because she did not wish to have people being bribed into harassing others.
Of course, they would have high compensation as well since they would be putting their lives on the line as well as a protective spell put on them to keep those of higher cultivation from harming them. When she had laid out all the rules and the penalties and rewards, she was surprised that she had tens of thousands lining up to do the job. Even her own military had been built up by ten times because of the same setup.
This meant that her Devan Empire had enough manpower to protect its entire border and then some. Even if a large army were to try to invade at this time, they would lose horribly because the Devan Empire soldiers would not take any damage due to Kana\'s protection.
"What Your Highness says is true. With the contract, there are no worries about anyone becoming corrupt, and we have a force that can no longer be stopped even if we wanted to take over the entire continent. But what should we do if we do get attacked? Once you raise the barrier to allow travel to and from the empire again, many countries will try to attack us." An official asked.
"This is only if they are able to get past the barriers I gave to each member of the military of the empire. Plus, if someone attacks us, I will just personally and gently persuade them to give me their land." Kana replied with a smile. If someone dared to attack her empire, then she would make it so they could never do it again.
Kana wanted to be good to her people and hoped that they would feel protected. As such, she would make sure nothing would harm her citizens. She was unsure if this was the proper way of going about things, but she did hope it was.
"How is the food situation?" Kana asked.
"Farmers are asked to prioritize food production at a higher cost. Only those who applied for a permit were allowed to grow cotton for clothing. And out of the thousands of applicants, as you have suggested, only one hundred were selected due to the terrain of their land, which was not capable of growing many kinds of food crops. While some raised a fuss once we said this was the Empress\'s orders, they quieted down and dared not make a scene." an official answered with a smug look on his face. He seemed proud that he could use Kana\'s name to stop any unrest.
"Good. Once the housing plans have been finished, we will move towards advancing quality of life measures for the people. I want our brightest minds to begin thinking of ways to use spiritual qi to help others. Whether it is through tools or other means, any and all ideas will be gone over, and only those that can be used will be selected." Kana wanted to see a more advanced cultivation world where machines and spiritual qi coexist.
"You Highness. I wonder how we will deal with the heavenly laws." An official asked.
"Heavenly laws, huh? We can just ignore them. If those clouds appear, ring the alarm, and I will set up a barrier. Or just shoo them away. No need to worry about heavenly laws when I can make my own." Kana replied lazily. She was not worried about heavenly laws since she herself lived outside of them. This world\'s heavenly laws couldn\'t even stop her if they tried.
"Any more suggestions or questions?" Kana asked.
"I have one!" An official stood up and pushed his glasses back up his nose as he asked: "When will you produce a male heir?"
"Whether or not my child wishes to stay here is their choice and has nothing to do with you. But I do plan to have a few children in the future, so who knows what will happen. So until then….. Mind your own business." Kana replied with a snort before standing up. "Court is over. Go back to work."
Kana was getting sick of the same question over and over. She had only been empress a short time, but they kept asking the same stupid question! But she never planned to force her children to do anything they did not wish. So if they wanted to be emperor or empress, she would let them it was up to them and no one else. They had the freedom to choose their own path in life.
When Kana got back to her quarters in the palace, she sat down on a cushioned couch and let out a long, drawn out sigh. "Your Highness, don\'t let those old men get to you. They just want to see the next generation who can take over the throne as they see you as a wise ruler. You can see the sparkle in their eyes when they spoke about the plans you made."
"Well… Either way, I just want this empire to last a long time."
